When neurons are at non conducting state inside the cell negativly charge and out side the positivly charged this differences is -70mv this is called RMP.This differnace is maintained by  K+, Na+ leakage across membrane and active transport of  3 Na+ ion out side and 2 K+ ion in side the cell using energy ( Na+ - K+ ATPase Pump ).When ,Na+ - K+ ATPase Pump blocked by drug more more Na + accumulate inside the nerve cell and negativity inside cell membrane reduced . it results reduced resting membrane potential
